The whole concept of issuing the GREEN CARDS is not true. Some of residents who were tricked into this process by attorney and program director, have wasted upto 10,000 to15,000$ so far. It is not useful for fellowship applications as the whole process may take more than 5 years. When you get a permanent job in future, you go through the whole process again spending 10,000-15,000 $ again as you change the employer.
